Why dairy matters

Milk for families, income every day.

Dairy animals are milked every day while they are in milk, so a small herd can bring steady income to a farm family, not only at harvest or when stock is sold. Milk is also food at home, and local milk means less reliance on imports.

That is written into law. The Philippine Carabao Act asks the Philippine Carabao Center to encourage backyard dairy development in rural areas by raising carabaos so as to meet the nutritional needs of the smallholder farmers and their families and reduce dependence on imported milk by-products (Republic Act 7307, Sec. 5).

Government programs

Who runs dairy development

The NDA and PCC are agencies of the Department of Agriculture. Contact them about their dairy programs in your area.

National Dairy Authority (NDA)

Created by the National Dairy Development Act of 1995 (Republic Act 7884) and mandated to ensure the accelerated development of the Philippine dairy industry.

Philippine Carabao Center (PCC)

Created by the Philippine Carabao Act of 1992 (Republic Act 7307) to conserve, propagate and promote the carabao as a source of draft power, meat, milk and hide. Its national headquarters and gene pool are in the Science City of Muñoz, Nueva Ecija, with regional centers across the country.

Philippine Statistics Authority (PSA)

Publishes dairy production, inventory and farmgate prices every quarter, using NDA and PCC records and its livestock surveys. The figures on this page come from the PSA.

Dairy regions

  1. CALABARZON2.12top producer, 25.2% of the quarter
  2. Northern Mindanao1.74
  3. Western Visayas1.26
  4. Central Luzon1.02
  5. Central Visayas0.69

Together 81.3% of that quarter’s milk. Source: PSA Livestock and Poultry Quarterly Bulletin, Q4 2024. Figures checked 14 October 2026.
